Social Security is facing a crisis with the impending retirement of the Baby Boomers, and Washington is bickering over partisan solutions, while nothing is actually being accomplished.
Senator Wayne Bettencort decides to enlist the Treasury Secretary and a colleague from across the aisle with something to lose to participate in a scheme to “thin the herd.” But their plan has nothing to do with fiscal responsibility.
An NYPD detective begins to notice a disturbing trend in deaths, but his theory is widely discounted until his own encounter with one of Senator Bettencort’s “plan participants” nearly ends his life. As a result, he meets a Long Island lieutenant who has been harboring a similar theory, and the FBI is called. From there, Bettencort’s plan begins to unravel.
